Why There Are No "Declarations of War" - A War Profiteering Primer

The Heady Memory of 1941

This was the last time that the United States Congress stood boldly enough to declare war.  This notable event occurred while the wreckage of the US Pacific Fleet was still smoldering in Pearl Harbor, Hawaii.

This is what it looks like. "Formal Action Quickly Follow's FDR's Message"
The World War which ensued quickly engulfed the European Axis powers with similar declarations of war on Germany and Italy.  Whether from movies or history, most Americans are familiar with the story from this point.  ("PNAC" is the acronym for "Project for the New American Century")

PNAC Statement of Principles - the "New Pearl Harbor"(Read Wiki Article here.)

Section V of Rebuilding America's Defenses, entitled "Creating Tomorrow's Dominant Force", includes the sentence: "Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event––like a new Pearl Harbor."

Just stay clear of an actual Declaration of War, whatever you do.

Because MeanMesa very thoughtfully included in this post's title the word  "primer,"  its extended length can be, somewhat, validated.  A major chunk of the massive national debt arising from the Bush Wars can be attributed to war profiteering, but that outrage can be stifled by a lack of both precedent and detail in the contemporary media's "word salad."

So, relax on a cool, high desert evening, make a nice cup of tea, settle into your Lazy Boy with a warm dog next to your feet and let's "drill down" a little to see what's at the bottom of this pit.

Harry Truman's Almost Forgotten Battle
  Against War Profiteering

Just as is the case with many aspects of 21st Century US social culture, war profiteering has matured since the coarser days the practice followed in the 1940's.  Not only have the mechanisms of such schemes become far more sophisticated, the "take" has grown an unsettling number of extra "zeroes," too.

FDR faced a Pacific threat almost without a Pacific Fleet after Pearl Harbor.  The nation was cast into a "results are everything" mode of military procurement where the predictable peccadillos of war profiteering had to be overlooked in favor of military production.

However, after Truman became President upon FDR's death, WWII was entering a more matured procurement phase, one which left egregious war profiteering with far less public cover compared to the period of desperation immediately after the Japanese attack.

Here, MeanMesa will temporarily "relinquish the steering wheel" to present a short historical foundation with excerpts from another, very nicely written blog, Last Left Turn Before Hooterville - November, 2006. (Read the whole article here. Links remain enabled for further reading.)

Last Left Turn Before Hooterville

Outlaw War Profiteering!

November 17, 2006

As in World War II, we need to take a stand - make war profiteering illegal. President Roosevelt said, "I don't want to see a single war millionaire created in the United States as a result of this world disaster". Harry Truman referred to war profiteering as 'treason'. And in 1953, at the height of the Cold War, President Dwight Eisenhower, a real war hero, said, "Every gun that is made, every warship launched, every rocket fired, signifies, in the final sense, a theft from those who hunger and are not fed, those who are cold and are not clothed."

When he heard rumors of such profiteering, Truman got into his Dodge and, during a Congressional recess, drove 30,000 miles paying unannounced visits to corporate offices and worksites. The Senate committee he chaired launched aggressive investigations into shady wartime business practices and found "waste, inefficiency, mismanagement and profiteering," according to Truman, who argued that such behavior was unpatriotic. Urged on by Truman and others in Congress, President Roosevelt supported broad increases in the corporate income tax, raised the excess-profits tax to 90 percent and charged the Office of War Mobilization with the task of eliminating illegal profits. Truman, who became a national hero for his fight against the profiteers, was tapped to be FDR's running mate in 1944.

In 2003, United for a Fair Economy did a study of defense contractor CEO pay that is worth taking a look at. (Download the .pdf here.) There is a direct correlation between the size of campaign donations and the size of defense contracts. The study found that:
Median CEO pay at the 37 largest defense contractors rose 79 percent from 2001 to 2002, while overall CEO pay climbed only 6 percent, according to a new report from United for a Fair Economy, More Bucks for the Bang: CEO Pay at Top Defense Contractors, by Chris Hartman and David Martin.

Median pay was 45 percent higher in 2002 at defense contractors than at the 365 large companies surveyed by Business Week magazine. The typical U.S. CEO made $3.7 million in 2002, while the typical defense industry CEO got $5.4 million.

The jump in median defense contractor CEO pay far exceeded the increase in defense spending, which rose 14 percent from 2001 to 2002.

Compared with an army private’s pay of $19,585, the average CEO at a major defense contractor made 577 times as much in 2002, or $11,297,548. This is also more than 28 times as much as the Commander in Chief’s salary of $400,000.

The study also looked at the size of campaign contributions by the largest defense contractors and found a strong correlation between campaign contributions made by a company in the 2000 and 2002 election cycles and the value of defense contracts awarded to that company. Ninety percent of the difference in contract size can be accounted for by size of contributions. For example, top arms contractor Lockheed Martin was also the top campaign contributor among defense firms.

The 37 companies included in the CEO pay study were all the publicly-traded corporations with at least $1 billion in total defense contracts from 2000 through 2002. The list includes well-known defense contractors like Lockheed Martin, Boeing, Raytheon, Northrop Grumman, and General Dynamics, as well as some companies not usually associated with military spending, such as FedEx and Dell Computer. Compensation was defined as salary, bonus, “other compensation,” restricted stock awards, long-term incentive payouts, and the value realized from the exercise of stock options.

People, let's be real.

That's what's put us in Iraq, that's what's keeping us in Iraq. This is 'War A-Go-Go', as Country Joe said, and 'there's plenty good money to be made supplying the army with the tools of the trade'.

How ironic that the Kowboy Koward of Krawford is making his first trip to Vietnam right now. As we muddle and muck through this terrible quagmire, American soldiers' lives are still being traded for profits. I can't imagine how difficult it would be to get a law passed today against war profiteering, but I can guaran-damn-tee you that the contractors would be out of there so fast it would make your head spin.

And our kids could come home.

What if they gave a war and nobody came?

As President, Truman "lowered the boom" on both these crooked military procurement industrialists and their Congressional cronies, accumulating some powerful political enemies along the way.  He openly characterized the practice as "treason," and supported moves to make it not only illegal, but also a crime with definite prison terms for those involved.

The important point here is not a simple re-hash of who was doing what during the Truman years, but instead, a description of the "pivot point" Truman used to trigger such prosecutions.  That pivot point was the fact that the United States had formally declared war on Japan.  This fact validated what might have otherwise been interpreted as a regulatory "incursion on the free market."

Later in Truman's Presidency, the United States found itself in the "UN police action" defending South Korea.  Much of the anti-profiteering law from WWII was, once again, challenged precisely because the conflict was an "undeclared war," and, just as one might expect, the profiteers had re-insinuated themselves into the military procurement business.

In an effort to protect the scam, corporate money gushed into the project of making the "police action" as politically unpalatable as possible to the US public.  We need to also remember that the "foe" was, rather than a military opponent, characterized as an incendiary, collectivist, sub-human monster of Godless Communism.

The following is excerpted from a 2006 post on Field Guide to US Economy.  Read the entire article here.

Congress Fails to Investigate or Punish War Profiteering

Wednesday, October 25, 2006 by Center for Popular Economics
The following post is the text of a radio commentary I (Mike Meeropol) delivered over WAMC radio in early October.

Did you know that the US Congress has rejected efforts to punish, investigate and criminalize war profiteering?

Yes, that's right. This past February, the House on a mostly party-line vote rejected an effort to forbid expenditures from going to any contractor, if the Defense contractor audit agency has determined that more than $100,000.000 of the contractor costs involving work in Iraq were unreasonable.

Meanwhile, the Senate on an equally party-line vote, rejected an amendment to an appropriation bill to prohibit profiteering and fraud relating to military action, relief and reconstruction.

What's going on here?

The key to understanding this issue is in attempting to define the term "war profiteering." Can we be precise or must we accept an "I know it when I see it"  position as did former Supreme Court Justice Potter Stewart, about pornography?

Whenever a nation goes to war and buys supplies and equipment from private businesses, unless the government forces businesses to sell at a loss, the deal will lead to increased profits. But profiteering and merely profiting are different concepts. Profiteering implies that profits are too high. But how is that possible? How can a price voluntarily arrived at between two parties -- one party the US government --  be too high?

Well, one way is if the business fails to deliver the product promised. The business gets its money and the government gets little or nothing of what was promised. Anecdotal evidence abounds in any war.

This is clearly fraud and should be punished severely.

But what if the product paid for is actually delivered? How do we define war profiteering then? The only economic argument would be that the price charged and the profit earned is much higher than the price and profit that would have been high enough to induce the business to supply the particular product. In other words, if there were no war, the business would be satisfied to get, say, a 20 % profit,  but now they're getting 40%.

Why does a business gets such a great deal? Because there's little or no competition, and because the government is very anxious to get production started quickly. Because the stakes in wartime are so high, these extra costs don't seem to matter at the time.  But of course they do.

The House Bill proposed to allow the Pentagon's own internal audit agency to investigate whether any defense contractor was either padding costs in order to commit fraud or overcharging in other ways. Note that each contractor under that proposed bill would have $99 million in "wiggle room" — only "unreasonable" charges over $100 million would trigger sanctions.

During the Korean War Congress decided that all businesses were probably going to earn quite high profits and an excess profits tax was imposed. They didn't even bother to discriminate between unreasonably high profits and just high profits. That made some sense because it is difficult to prove that a specific cost charged is "unreasonable." Such an allegation would certainly be contested and the time it would take to settle the matter would be time wasted and remember there's a war on!

So there was an excess profits tax during the Korean War. By the way, this very high tax did not interfere with procurement -- there is no evidence that Korean War soldiers were short on equipment.

Given the Bush Administration's unwillingness to support any tax increase, the Korean War solution was never an option during this war. So why weren't the proposals aimed at punishing and investigating specific acts of war profiteering unanimously approved? Why were they defeated in partisan votes?

The answer lies in the difficulty of proving the existence of war profiteering. What Republicans probably feared was that efforts to punish war profiteers would degenerate into a partisan effort to make the President and his big business buddies look bad with lots of charges and no real resolution of the problem. An effort ostensibly to pursue war profiteers would, in the end, contribute to reducing the public's support for Bush's war.

I would guess that's why Republicans including NY State Republicans voted against it.

Corpses and Crimes With Different Values

When it was becoming clear that the US military adventure in Afghanistan was both losing its lustre as a domestic political tool and beginning to be a "cost to value over run" during the autocracy, stage one of the oil scheme had been realized.  The American electorate had become immured to carefully managed prospect of continuous political warfare, that is, "battle hardened"  in the civilian sense.

When the initial rampaging glee of the autocracy's memorable "one liners" and the 21st Century version of good old Spanish-American War yellow journalism had begun to die off in both conflicts, the full "cold steel" reality of being at war could still be avoided because of the number of contractors in the combat arena.

Well Financed Yellow Journalism As A Perpetual Cause For War (image source Wiki)

While military "war dead" presented the predictable public relations problem, dead contractors were relegated to a far less empathetic role.  After all, these participants had been receiving high compensation all along.  In the combat discipline sense, this disparity extended to widely varied degrees of  accountability where infractions to the prevailing rules of engagement had very different consequences.

In this sense, "contractor war" became somewhat less hideous than exclusively "military war" as more and more of the damages could be conveniently placed in some service corporation's "chart of accounts" rather than Arlington National Cemetery.

From the Grocery Cart To Halliburton

There has always been a "ready to go" clutch of well connected war profiteers for every conflict the nation has encountered, however, few of them enjoyed the wide open check book available from having a convenient overlap between the Board of Directors and the Secretary of Defense.

In fact, the most modern case enjoyed advantages beyond this simple, auspicious beginning.  That Secretary of Defense became the Vice President, and in the minds of many Americans, the acting President during the same period as the wars continued.  What passed as a Declaration of War emerged from the Congress as a "Authorization" to use military force, conveniently avoiding all the Truman statutory regulations against war profiteering.

Dov Zakheim and the Missing Trillions.

What is the most outrageous piece of news that isn’t being discussed? I would venture to say it is the strange tale of Dov Zakheim and the missing trillions. I hear all kinds of numbers. I hear 2.3 trillion from Rumsfield and I hear about one trillion that Zakheim can’t explain. Still, you’ll need to check the dates of Zakheim’s days in the saddle as Pentagon Comptroller and then you can wonder to your hearts content. There’s no doubt the money is gone and there’s no doubt about who should know where it went but…what do I know? I know one trillion dollars is a lot of money. Isn’t one trillion dollars a million million? Zounds!!!

Has the cost of the entire Iraqi incursion come to a trillion dollars yet? It certainly isn’t anywhere near 2.3 trillion. Why isn’t this under discussion? Is it just too big a thing, too enormous to comprehend, that our minds go blank when we think about it? Hmmm...

There are a number of researched sources for all of the details you need to get a grasp of the situation. I’m not going to go into that kind of detail here. It’s been done better than I can manage at places like here

http://www.onlinejournal.com/artman/publish/article_1015.shtml

and here

http://www.solari.com/learn/articles_missingmoney.htm

this last link gives you many further links. You might want to read some of this before you continue here. And you should probably read this

http://www.onlinejournal.com/artman/publish/article_1047.shtml

by the author of the first link.

The man at the center of this sub rosa controversy is Dov Zakheim. Here is what is said about him. He’s a dual national Zionist and also a Rabbi. He’s the co-author of this PNAC gem

http://www.newamericancentury.org/RebuildingAmericasDefenses.pdf

or, he isn’t the co-author but he signed off on it and it was really written by Kristol and Kagan. I read different things and, having been burned once, I’m in no mood for putting anything out that isn’t just as close to the truth as I can get. If you read the sources I have given and you extrapolate out to some degree you will find that Rabbi Zakheim is right there in the bed and under the covers snuggled up tight with all the other names that keep coming up. You’ll also find an alarming amount of connections to 9/11. WTF?

Here are a few salient features that struck me. He resigned in March 2005 when it was discovered that a trillion dollars was missing

http://cleveland.indymedia.org/news/2005/01/14509.php

On September 10th, 2001 (note this auspicious ‘night before Christmas date) Rumsfeld announced that 2.3 trillion was missing.

http://benfrank.net/patriots/news/national/pentagon_missing_trillions

Now wait a minute... doesn’t this come to over 3 trillion dollars? Is Zakheim responsible for all of it or part of it? Is it a mere trillion for him and someone else lost the rest? I’m relying on you to square this away for me. This blog is interactive.

How can you not account for this amount of money in this day and age with computers?

Why has this, along with other news, (such as the WTC being near condemned status, prior to the attacks, because of billions in required refurbishments) with which we are familiar, disappeared from the landscape?

Most importantly, what was a dual nationality cat like Rabbi Zakheim doing in charge of the Pentagon’s money supply? Forget that, what is Chertoff, another dual nationality cat doing in charge of Homeland Security?

http://www.blacklistednews.com/view.asp?ID=3594

You might find a number of things in this article interesting, one of which is this, "Chertoff allowed scores of suspected Israeli terrorists and spies to quietly return to Israel . In several cases, Israeli suspects working for phony moving companies, such as Urban Moving Systems from Weehawken, N.J., were caught driving moving vans which tested positive for explosives. On September 14, Dominic Suter, the owner of the moving company, which was found to be a Mossad front company, fled to Israel after FBI agents requested a second interview.

One group of 5 Israelis was seen on the roof of Urban Moving Systems videotaping and celebrating the destruction of the World Trade Center. These Israeli agents were returned to Israel on visa violations.

These Israeli suspects, and others, who had apparently transported explosives in the New York area, were allowed to return to Israel without being properly interrogated or their presence and activities in the United States having been vigorously investigated." (1)

Does it all sound like science fiction to you? Put “Chertoff dual nationality” into Google and see if you have enough time in your life to read the things you find.

Any time you start looking into the rabbit hole you run across the same names. There is this handful of people who constantly show up. Why are there continuous connections to Israel? As I have said before, I don’t enjoy having to reach these conclusions. There is no more heavyweight subject than Israeli involvement in 9/11. There is nothing that causes more screeching and name calling, slander and opprobrium. But... every time you look and everywhere you look, the same names, the same connections, the same events pop to the surface of the lake like a dead body and smell as bad.

Now, either this is the most fantastic, most outrageous set of coincidences of which there is no parallel in human history or... there is something to it.

What are so many members of one of the smallest groups of people in the world doing in so many sensitive areas of the American government? How come they have so many irrefutable connections to one of the biggest events in American history? Honestly, I just want some answers. I don’t know what to think and I don’t like having to think about and speak about things that can make me a target of powerful interests that seem to be in control of a whole lot of bad shit.

Now, once again, either there is something to all of this or it is an unbelievable chain of coincidence that defies reason. What do we make of this?

http://911review.org/brad.com/batcave/Dov_Zakheim_911.html

This website

http://www.thetruthseeker.co.uk/article.asp?ID=2775

had to remove it due to Zakheim’s lawyers. There’s a lot of information from several sources here

http://www.newsfollowup.com/flight77_32.htm

...I don’t speak to the truth of the contents. I’d just appreciate it if you would READ, THINK, REFLECT and REASON. What I have placed before you is a small, small portion of what you can find which all speaks to the same thing. And speaking of outrageous coincidences, what is Zakheim doing as Corporate Vice President of System Planning Corporation? ...more freaking coincidences. I’ve got more coincidences than there are illegal immigrants.

Unfortunately for me, this has gone way past coincidence and the circumstantial. This is some unknown animal hiding in plain sight. I don’t know what to call it. It can’t be coincidence or circumstantial, there are enough grains of sand here to create your own beach. It blares at me through klaxons. It’s screaming from rooftops. It’s dancing with ten thousand Broadway revues surrounded by all the lights of Las Vegas. I have to conclude what I fear to conclude.

How do we come to empirical fact? We get there by repeating experiments, by observation and by weighing evidence to the point where doubt is removed from our conclusions. I’d really appreciate the readers weighing in with their thoughts and any further information they might have. If it walks like a duck and talks like a duck and looks like a duck and you see it mating with other ducks and producing more ducks; what do you think it might be?

Halliburton continued to receive "emergency no-bid contracts," ordinarily reserved for pressing, unforseen necessities, year after dreary year.  A nice historical account of the news paper coverage this generated in the US is provided in a great compendium at Halliburton Watch.  Visit the site here. Although the entire body of this research could be a part time job for the winter, it is worth the time to "sniff around" to get a fuller picture.

The outrage even continued in more formal settings. A Wartime Contracting Commission was established by Congress to track more of the missing contract dollars spent in both Afghanistan and Iraq.  That full report can be read here.

As the country is staggering under the relentless "money saving" and "spending cuts" of the current tea bag Congress, the scope of this scheme is curiously missing from the table.  However, MeanMesa visitors can "take it to the bank" that huge amounts of the "missing dollars" have ultimately found the pockets of corporatists like those who run Halliburton.

"Huge amounts?"  Yes. More than enough "missing money" to triple or quadruple the amounts recently cut from the Federal deficits during the spending cut fiascos which most recently jammed another stake through the entire global economy.  While contractors such as the well connected Halliburton are frolicking in cash tsunamis, the country's tax payers are being asked to slice and dice Social Security, let bridges collapse, public schools leak, levees fail and so on.

Making Baltimore Into Bangkok

MeanMesa can see that the shabbily veiled ultimate profit line for miscreant losers such as Rush, Sean, Cheney and the "Boner" apparently rests squarely with the instigation of a civil war.  How else can our nation be cleansed of the liberal residue of

A BLACK MAN IN THE OVAL OFFICE!!!

and all the other liberal contamination which has crept into the country's politics?

Grumble, grumble.

Well, we enjoy a very literal, blood soaked example of exactly where  such an unexamined ambition might lead us.  The very questionable government of Thailand, already heavily soiled as the enduring product of a military coup, has finally opened fire on the protesters who have been demanding a real election.

At this writing there are around seventy of them known to be dead from rifle wounds inflicted by the Thai army.

However, this posting is not particularly about events in Thailand.  Instead, MeanMesa would like to present a few observations about the media fraud which seems intent on producing similar results here in the United States.  Still skeptical?  Take the test.

Tune in for a few minutes of Rush's blathering about the "deadly, America wrecking liberals."  The $ size of his contract is determined by how much mistrust and division he succeeds in sowing among his regular listeners.  Further, if Rush "sticks in your throat," simply listen to what is presented as "news" on the corporate networks.

The Corporate Media Fraud in this case is one of innuendo.  The unexamined idea interposed in every single statement of what passes as network news implies that a civil war in the United States could be compared to similarities of what is transpiring in Thailand in the following way.

Who will be the insurgents?

Why, of course, the liberals would have to be the insurgents and the "ultra patriotic" neo-cons would be the forces of order -- you know, the ones with the rifles.  How else could it possibly be?  In Thailand, an alleged majority of Thai citizens are siding with the government, most likely because they are freaked out about their fellow Thais being gunned down in the streets.

But wait.  Who, precisely, is the national majority?

The Sunni Baathists in Iraq were conveniently convinced by the dictator that they comprised a majority of Iraqis, a ruse which somewhat validated their reactionary violence to keep the marauding "minority" Shi'ites at bay.  Actually, the Sunni represented only around a quarter of the Iraqi population while the Shi'ites represented a 60% majority.

Likewise, regardless of all their gaseous proclamations to the contrary, the neo-cons are a distinct minority in the current U.S. political climate.  Oh sure, Senator McChinless rails on endlessly about "Thu 'Merican people has spoke," but talk is one thing and votes are another.

MeanMesa thinks that the American population is strongly committed to progressive ideas -- everything from the public option to combating climate change.  We'll just take our chances on that assessment being right.  Everyone is totally tired of being painted as free market junkies by the media frauds.

Then, there is also the already deflating gas bag concerning "unleashin' thu Tea Baggers!"  Estimates on the total number of Tea Baggers who are still fit enough to vote without the aid of a walker is around 10,000.  Rush, Sean and Cheny -- if any of them had ever actually served in the military -- might conclude that these Social Security receiving, bitching chorus squawkers would probably be somewhat lacking as a "shock wave" strike force for their civil war wet dream.

Whose "ox has been gored?"

With super cunning neo-con banksters holding 60% of the nation's wealth while the remainder of the population staggers forth in survival mode, it might be a case of "heavy lifting" to paint the neo-cons as belabored, long suffering, disenfranchised second class citizens.

Oh sure, these throw backs control the Supreme Court and the corporate media machines, but, once the bullets start flying, those assets may be quickly forgotten.  The media fraud has gone to great lengths to imply that the military would blindly come to the aid of the neo-cons, but the unsettling fact is that six times as many of the active troops contributed to the Obama campaign compared to the war mongering geezer we have been convinced would be their anticipated  choice.

Finally, when considered on an individual basis, which side would enjoy the greatest energy and commitment should such strife actually begin?

If it is a matter of complaining, screaming and making semi-literate protest signs, the Tea Baggers might do well enough.  On the other hand, all those Sundays of long walks to knock on doors during the campaign suggest that maybe the progressives are in better shape.

The neo-cons rushed the gun shops, blathering about a "take over."  They emptied the shelves of ammunition, baked beans and battery powered lanterns.  The corporate media fraud intended to intimidate us with relentless "news" stories about how well armed and crazy the neo-con reactionaries were.

Yawn.

Bring 'em on.

MeanMesa suspects that there is, indeed, a "sleeping tiger" lurking among the voters.  However, MeanMesa also suspects that this "politician munching kitty" does not represent a tidal wave of neo-cons.  Only the Republicans continue to exhaust themselves trying frantically to believe that they still enjoy some sort of a majority among the electorate.

Complex Mathematical Equations Explain Everything

Any contemporary topic can be amplified by complicated mathematics making it overwhelmingly persuasive to the masses of American media consumers. 113

Part A: The Economy

During the intermittent periods of M3 "slippage" due to unforeseen variability in the previously stable projective instrument markets, i.e. M14, an unfortunate and spontaneous... yuck.

For MeanMesa visitors interested in understanding the current economic difficulty, try this.

The actual problem seems to be the "missing money." How much? The Bush cronies managed to extract roughly three to six trillion dollars ($3 - 6,000,000,000,000) from the national economy in eight years. Naturally, this has led to economic problems. The exact mouths now voicing the specious complaint that Obama's reconstruction plan isn't working are watching for their next opportunity to loot the United States for whatever is left. Those voices now tell us to "ignore the man behind the curtain" and listen to Dick Cheney telling us about "the threat."

It's time to take a look at the "man behind the curtain."

Oh, golly. There's just nothing to do now. We should look forward, not back. Really? Take a quick glimpse of events unfolding in the Taiwanese judicial system (link provided below). Does anyone figure that the "W" hasn't noticed? These things have a habit of creeping once they get started. Now, back to "the threat." Ignore the man behind the curtain.

Taiwan Ex-Leader Jailed for Life

Part B: Health Care

This mathematical equation is somewhat simpler.

No Robust Public Option = New Senator

There now, that wasn't so bad was it?

Stick to your guns. No amount of carefully crafted confusion can turn this sack of worms into anything besides what it is.

A quick note from MeanMesa:

It is now one more year after the 911 attack. Although conspiracy theories are running like lemmings over a cliff, there is one inescapable fact which doesn't rely on a thousand laymen pretending to be structural engineers, CIA agents or top secret diplomats. The fact? Most Americans don't believe the story prepared for our consumption by the "wholly owned" 911 Commission. That rag is falling apart a little more with every month that passes. The link below is not about the conspiracy.

It is about the cause.

In any event, MeanMesa was here a year ago. Take a few minutes to check out:

Important Message From Dick Cheney!

Cheney calls investigation of CIA "ourageous political act"

August 29, 8:12 PM Columbia Independent Examiner Darren Pope

Newsmax is reporting that in an interview to be aired tomorrow on 'Fox News Sunday' former Vice-President Dick Cheney called the Justice Department's investigation into CIA interrogation techniques an "outageous political act."

Certainly the Obama administration's continued attacks on our nation's intelligence agencies could damage the nation's intelligence gathering capabilities and threaten our security. What nations will feel comfortable assisting the U.S. if they fear being dragged into future criminal investigations? If we continue to show terrorists that they will be coddled and have nothing to fear what deterrence do we have against possible future attacks? (Examiner.com, 29 August 2009)

http://www.examiner.com/x-20909-Columbia-Independent-Examiner~y2009m8d29-Cheney-calls-CIA-investigation-outrageous-political-act?cid=exrss-Columbia-Independent-Examiner

This story was, of course, carried by a large number of reactionary press sources. This particular direct source quotation from the Columbia Independent Examiner was chosen for this MeanMesa post because of its very interesting -- and very original -- spelling, both on the column's title line and in the Cheney quote in the body of the text. One more time for emphasis.

Newsmax is reporting that in an interview to be aired tomorrow on 'Fox News Sunday' former Vice-President Dick Cheney called the Justice Department's investigation into CIA interrogation techniques an "outageous [sic: 'outrageous'] political act."

Gosh. If an overweight, war-mongering, effeminent draft dodging crook says something like this, I guess we'd better pay attention -- regardless of the spelling!

So, Dick Baby. Apply for another one of your famous deferments and pack your undies and socks for the cardiac ward of the nearest Federal penitentiary. We'll keep listening to every word you say. Tell FOX NEWS, whatever that is, to put your face on the television A LOT and to broadcast all the important stuff you're saying OVER and OVER!

You Betcha!

Best regards,

As more and more details emerge from the now “out of control” scandal of the Bushite Autocracy’s torture habits, we have to wonder: “How could they (we) have been drawn into this disgusting mess?” Of course, they somehow have found the last, allegedly justifying shards of their subhuman, caustic vitriol to trot out as their last frantic vestiges of their claims to humanhood slowly disintegrate. Of course, they make desperate, whiny cries that all their midnight pornography torture episodes were effective -- and in their (our) twisted issue of odorous dishonor -- hence, justified.

It’s time to “kiss the girlfriend!”

Pundits across the air waves, both reactionaries and progressives, have tried to salve the horrifying national embarrassment with an endless addition of more and more “discussion,” always convincingly presented as if the speaker were privy to actual observation of the practices or enjoyed some other kind of credible authority about them. As with so many other matters, none of us is -- any longer -- particularly surprised to find that massive campaigns of lies and misdirection from the Bush regime have left us stunned and remorseful, again. All those who hold up the honor of our country hide our faces and ponder -- “Will there ever be an end to this disgrace?”

The psychopathies of the Bush-Cheney-Rumsfeldt-Gonzales “horror family” seem to emerge into the light with the sickening regularity of an episodic series of television shows, each one more hideously depressing and outrageous than the one before.

One hundred eighty terrifying, water board driven sensations of death by drowning to “uncover” the same information available on Khalid Shaik Mohammed's previously broadcast Al Jezeera television interview?

The details of these gruesome, sexual gratification fantasies and other facts are still developing, but there is an aside which may be “ripe” enough for MeanMesa’s attention today. What could have inspired this terrible indulgence on the part of someone like Dick Cheney? Although an interesting question, we now face the unnerving material task of trying to rectify the consequences of the matter. Still, we remain curious. What was the motive for all these acts? What was the source that provided the insane motives for these subhuman escapades carried out in our name?

The answers are worse than the questions. Raw vengeance can carry the day only so far. Can we discern the reasons? After all, what else would satisfy the appetite for power and ascendance amid the otherwise humiliating, self crushing boredom of being overweight, effeminate cowards armed -- thanks to us -- with the world’s most powerful army?

Now to the point of this post:

Let’s talk television. (We can painlessly include movies and novels, too. In this case, the medium is NOT the message.) A sinister cycle of carefully grooming the public, both here and abroad, with deceptions disguised as news by the likes of the Foxes and Murdoch’s is no longer a “shocking revelation” to anyone any longer. But what about the fiction? Are the equally carefully crafted themes of fictional plots designed to slowly reconfigure the glacial consciousness of the viewing masses?

For example, the codependent narcotic of CSI reassures us that police investigations can reveal the “truth” necessary to catch any criminal, no matter how ingenious or cautious he might be. We ignore the fact that prosecutors from all across the country now complain that jurors expect this fictional expertise before they convict defendants. Perhaps they simply don’t realize that the popular CSI equipment is more akin to Star Trek technology than fact.

In any event, the message is clear. “Eluding the power of the state is hopeless.” Does it have to do with deterring crime or establishing submission? "Resistance is futile!" (... the BORG...)

Fox’s Jack Bauer -- 24 Hours -- establishes the fictional foundation for the now famously cited H-bomb, anthrax, death ray, insane terrorist in Los Angeles, New York or Atlanta which justifies the necessity of ripping someone’s arms and legs off in order to “foil the plot.” We wonder if Sean Hannity has found a way to watch these films twenty-four hours every day.

The question is, “Did shows like 24 Hours successfully embed this crazy idea into the minds of the electorate? Or even, part of the electorate?”

El Cartel, broadcast here in Albuquerque on the Spanish language Telemundo Network, presents the vindicating tale of government efforts to quash drug cartels. Are these (rather entertaining) tales a move to prepare citizens of Mexico and the Untied States with a fictional model which persuades them that such programs are worth the sacrifice of enduring the inevitable violence they will precipitate? They may be effective. El Cartel may even produce a positive image and acceptance of the value of the policy. But wait, is this the rational approach to prepare a populous to take the right action?

Isn’t it a bit cynical to assume that the citizens of any country can only be convinced that the right course of action is the dramatically simplified motive presented in a fictional construction? What about the mature, educated citizen who is naturally inclined toward governments and policies which reflect his individual interests in doing the sensible, reasonable things necessary to sustain an orderly civilization consistent with his own values -- that is, values which haven’t been predigested, simplified and presented as caricatures of solutions to the real challenges he and his country might face?

It’s easier for the lazy mind to simply be frightened into agreement with the radical actions taken by a desperate, yet imminently -- and artificially -- honorable television star. This seems to be the case whether a government wishes to vindicate torture or campaigns to defeat drug lords.

Good old Jack Bauer has made legitimate all these responses as unexamined, gaseous justifications for non existential, hypothetical terror threats. Once that was accomplished, the justifications went directly to the neo-con wing nuts in the government even as the hypothetical terrors were left behind on last week’s show.

Good old Jack Bauer laid the groundwork. And from that insane foundation, after Fox “innocently” participated in its introduction, propagation and justification, there emerged all sorts of even more bizarre and grotesque further refinements. For example, Cheney’s torture program, since it apparently never produced much in the way of information, can be assigned to the ambition of terrifying the terrorists, perhaps extracting some sort of vengeance. Vengeance? Useful for national security? In the world of Cheney and Rove, any kind of outrage represented the possible utility of its use for political expediencies. That isn’t news to anyone currently still breathing.

Heh, heh, heh. Tune into channel 69. We are now listening to this same, hopefully rather nervous, idiot (Cheney) insisting that our torture techniques are national security secrets. How do we intend to frighten terrorists with his exquisite torture accomplishments if they remain secret? In his next breath, the old crook insists that the Justice Department has intentionally refused to release the documents supporting “all the lives saved” by this violent extraction of terrorist “information.” Naturally, something like that might assist in his defense in court, in his mind, even if it had to be quickly fabricated at the last minute (maybe in a way similar to the official lies he spread like sunflower seeds to start the war in Iraq...).

We must disabuse ourselves of the trash these television scripts have insinuated into our thoughts. The first step will be to finally reveal that they are no more than cheesy manipulations of our fears, vomited out to make us more accepting of the horrors of our actions and more accepting of the necessities of abandoning our ideals and our Constitutional protections.

If the neo-con monsters who so craftily deceived us before can reinvent themselves into something even remotely coherent, we will have been destroyed by our own televisions! Thanks to them, we now find ourselves not resisting external forces intent on our destruction, but instead, sorting uncomfortably through our own thoughts to detect and eliminate the toxin which has been placed there.

Yes, the Bushites created immense poison all around the world, but our first mission will be to cleanse what their incredible network co-conspirators have placed in our own minds.

Not familiar with the al Jazeera network? It is part of our world and definitely worth knowing about!

Any appetite for Chris Matthews? Here he speaks about Cheney's torture justification:

Have we been neglecting our appropriate attention to 24 Hours or El Cartel?

Finally, for those with an "appetite" to see a "fictional" representation of an extremely troubling traditional example, may I recommend a movie. The important feature of this movie has no particular relevance to torture scenes or techniques, but rather to the outrage of the attitudes of those in charge.

A Chit Chat with Republicans About the Stimulus

A Primer About Obama's Recovery Plan85

It has become very intellectually chic to chuck pot shots at the Recovery Program of President Obama. Of course, we expected the really “trailer park” fizzle from the vacuous, foaming mouths of the neo-cons. One female host, Tammy Bruce, actually called Michelle Obama “trash” on a network interview last week.

However, once we exclude the “drug addled gas bag,” the whining “pretty little mama’s boy,” and the ultra pious, self-appointed, "stalwart defender of The Church," we are still left with some unsettling whimpers arising from unexpected quarters -- quarters we had always previously assumed to be more rational.

There are comments that Treasury Secretary Tim Geithner and Director of the White House's National Economic Council, Larry Summers, should be fired for lack of purity and effectiveness. That would be “lack of purity” from having been a Fed Bank President during the Bush bailout in Geithner’s case and from having been a Clinton advisor in Summers’ case, that would have been before he was President of Harvard University. All these comments can be immediately discharged because they are founded on the premise that what we are doing right now is, somehow, logically similar to something we have done before. Any hope of that happy serendipity betrays a frenzied dash for the refuge of history, hardly a behavior we would expect from the brave knights we have sent to kill the dragon.

The Treasury Secretary is a frighteningly intelligent man who has been seriously cautioned by the Obama White House to try to “de-accelerate” his speech enough so it can be captured on an ordinary, modern video camera during his interviews. Naturally, neo-cons -- being allergic to leadership of any type thanks to their toxic, soul consuming cynicism -- are quite uncomfortable with a man who constantly needs to concentrate on speaking more slowly so the rest of us can possibly follow him. Neo-cons like slow drawls so Southern that most Americans either won’t listen to them or can’t understand what is said. You know, ... southern ... coach ... pastor ... You know.

But some modern liberal pundits seem to be put off because they can’t understand it either. They think that the reason they can’t understand it is because what Geithner is saying isn’t even remotely similar to anything they have heard before, the lingering, predictably desperate test of validity for those who have found themselves unable to think. The most limited, self promoted, modern progressives don’t believe that anything can be progressive now if it hasn’t already been progressive before. Those talkative folks identify themselves by providing endless explanations of exactly who was at fault for almost everything that threatens their pretend, historical, progressive "status quo."

But this post is all about having a chit chat with Republicans. There are actually a few of them still visible who are so inebriated on the Kool Aid and so head strong that they continue to claim a tiny, forgotten patch of Bush Jr.’s, medieval fear mongering “high ground.”

If you have had a creepy, out of focus feeling while talking to these Republicans and other aging reactionaries about Obama’s plan, don’t blame yourself! The person standing before you in those conversations isn’t actually saying anything. What you are hearing are talking points! The actual words being uttered in such conversations have been “piped” down to eager repeaters by their “thought masters,” repeaters who, when considered generously, have nothing else to say besides more road weary talking points about the Stimulus Package, Socialism, abortion, gun control -- well, you already know the list of topics they prefer.

On to the water cooler.

Although MeanMesa usually avoids inserted diagrams and charts, please consider this following exception. Perhaps we can spend just a minute with this National Debt record as an introduction to a few points which might “flesh out” your conversational repartees.

The large block of red at the far right of the diagram is an estimate of the accumulated deficit of the Bush Jr. autocracy. Politically unpopular spending such as the war in Iraq is, of course, omitted. However, the total of the eight year deficit since the Supreme Court appointed Bush Jr. amounts to roughly three trillion dollars. What might have been a rather lack luster disaster was converted into the present calamity by two large tax cuts which directed vast windfalls to the very richest Americans, and the utterly outrageous PHARMA written Medicaid Prescription Drug Plan, designed to channel boat loads of tax money to the “pill masters” of the pharmaceutical lobbyists. The PHARMA bill was passed at 3 AM in the House. The tie vote in the Senate was broken when the Vice President Pretender voted in favor.

An often overlooked aspect of the trillions which disappeared into pockets of Bush cronies has to do with the rest of the economy, you know, the part where we live. After the extraction, that sudden, purloined flatulence among the rich and mischievous found itself stranded with nowhere to go. When we speak of financial instruments such as securitized toxic mortgages, incredibly leveraged, shadow assets on the profit and loss books of all the investment banks we are presently rescuing, and other Wall Street Casino speculative doodads, we see the “new home” all these suddenly wealthy “businessmen” found for their less than legitimate good fortune.

What might have been expected as “risks” associated with such a move were gleefully buried under the cover of a dysfunctional Justice Department, a conveniently blind Security Exchange Commission (Remember Madoff? Enron?), ruthless gangs of well paid Federal Appointees and an overly protective Executive (Autocrat) who had already hit his management high point bankrupting professional ball teams and oil companies his father gave him.

The Independent Senator from Vermont noted this unusual development:
Not everyone has had a hard time during the Bush years: “The top 400 richest Americans have seen their personal wealth increase by $630,000,000,000 - $630 BILLION - since George W. Bush was appointed President by the Supreme Court in 2000.” (Sen. Bernie Sanders, Sept. 18, 2008)

The point? When this much of the economy’s liquid money was effectively removed, it caused a bit of a shortage. After that initial insult to the economy, when the reckless schemes which had absorbed all these dollars fell apart, it created even more of a shortage. The spending which normally fuels the US economy ground to a halt. No one had any money, and no one could borrow any.

Yes, of course, all these “genius investors” immediately started bellowing for a bail out from the Bush Jr. -- Paulson crime family, but they were able to loot only a paltry $350 billion before their sponsoring syndicate was run out of Washington. That left them hungry for more. Their eyes, naturally, turned greedily toward the Obama Stimulus Plan. If that legislation could be converted to even more tax cuts, then looted as it straggled through the Congress, they could be made whole by the tax payers, a veritable wet dream for any self-respecting neo-con.

The Obama plan replaces all that “missing” spending with Federal spending. It is clear that such a bold move is probably the only chance still on the table to avoid a repeat of the World Wide Great Depression of the FDR days. The amount of spending in that spending bill is, unhappily, astronomical. That would make it roughly the same size as the take that Bush Jr.’s fellow looters snatched during the eight years when frenzied high crimes were the constant currency of the day. The economy was supposed to tank after the Bush crime family was safely back in Texas, just in time to blame Obama for everything, but, as is usually the case for everything Bush Jr. dreamed up, it exploded prematurely.

When your Republican starts off with complaints about too much spending and out of control deficits, show him the chart. Agree with him -- in a condescending way -- that it really is too much spending and that the deficit it will cause really is too high. Tell him -- compassionately -- that we have already paid off the neo-con extortionists once while they were gang raping us the first time, but that we are willing to pay again to save the country.

Then walk away.

The Chinese Drill for Oil Off Florida! Right?

The Phone Call, this time Carl Rove calls the Vice President 32

The voice on the line was staid and overly confident. “The Vice President cannot receive your call right now. Can I take a message?”

The answer boomed through the speaker. “Hell no you can’t take a damned message! This is Carl Rove. Put me through. NOW!”

Again, the practiced nonchalance of the aide’s voice droned ahead. “The Vice President doesn’t wish to speak with you right now, sir.”

The growing agitation of the caller gradually rose to a whining aggression. “He’d better by God wanta’ talk to me! Who in the hell does he think he is?”

The aide offered a well rehearsed, yet veiled, alternative. “Sir, if you continue in that tone, I will be forced to refer your call the Secret Service. The Vice President does not wish to speak with you at this time. I will inform him that you called. Now, good day.”

Now the caller exploded in a sickening insistence. “The hell you will! Get that son-of-a-bitch on the telephone. Tell the pushy little bastard that he’ll regret handling me this way.”

Suddenly, background conversation could be heard as the phone was clearly passed to the Vice President. “Listen up, you fat little prick. You don’t work here any more. I don’t have to take your goddamned phone calls if I don’t want to. And, you don’t ever threaten me, Rove! Those days are over!”

The caller’s voice settled into a frightening, yet outwardly calm intensity. “Cheney, you better hear what I have to say. I’m calling because George asked me to.”

“So what?” the Vice President yelled. “Like I care what you’re doing. What does he want this time, the little chicken shit is too creepy to pick up his own phone?”

“He called me from Air Force One in route back from Paris. A bunch of his Senators called him, complaining about what you said.” the caller droned on.

“Hey, hear me say this. I’ll say any goddamned thing I want to, any time I like. What the hell business is it of yours?” the Vice President snapped.

“You told another whopper with that crap about the Chinese and the Cubans drilling for oil off the Florida coast. I thought we agreed that you’d stop lyin’ after we got the war started.” Rove rolled on. “Now that Texan is crawlin’ out of his frickin’ head with the impeachment crap, and you have to jump in with this stuff!”

“Just back the hell off, Rove. That crowd loved it. Not like you ever fired up an audience.” the Vice President answered, maneuvering for the upper hand.

“It was a lie and you knew it! The whole goddamned country is already up in arms, and now you throw gasoline on the fire. You’re gonna’ lose this election for us, you stupid son-of-a-bitch.” Rove continued. “I’m trying to put this mess back together for the President, and you’re out spewing more crap. If Obama is the next President, you know what, well, you know what that means.”

“Don’t threaten me, you little out of work twerp! I’m the one who survived this disaster, and you’re the one who his got his ass fired. Don’t forget that!” the Vice President answered.

“Okay, Cheney. You can just find a civil tongue. I don’t need any abuse from the likes of you! Smoking gun like a mushroom cloud. What an idiot!” Rove answered in a calculating tone.

“Okay, big shot. Where are you right now?” the Vice President answered ominously.

“I’m in my bunker at an undisclosed location, but that doesn’t mean I can’t still make things happen if I need to.” Rove replied.

“Yeah, like what?” the Vice President taunted.

“Like having Scooter get into a talkative mood, that’s what. And, bet your ass, there’s lots more.” Rove countered. “Don’t push me, you sterile nobody.”

The ex-aide continued. “You don’t say smack no more! Get it? I’ve got my hands full managing what monkey’s we got left in the House. In case you didn’t notice, they’re retiring like flies. The ones that are left are terrified. No one can be trusted.”

“By the way, I’m not fired.” Rove added calmly.

“Oh yeah? Says who, you loser?” the Vice President shot back.

“Says Bush 41, that’s who. He’s reorganized me and the rest of the Iran Contra team to try to save 43’s legacy. We got marchin’ orders, Cheney. What have you got?” Rove asked indolently.

After a pause, “Okay, I’ll pull back. What do you want? A retraction?” the Vice President asked.

“No. That’s only gonna’ make it worse. I’m just telling you to shut up for the next seven months. No more bomb Iran. No more Muslim rumors. I got rid of Clinton and I can damned sure get rid of you. Got it?” Rove hung up.
